Tamara Stuart is a results-oriented leader with 25 years of experience managing programs, teams, and multimillion-dollar budgets across the Department of the Treasury, the Department of Defense, and the national security community.
With a career rooted in public trust and performance, Tamara has delivered practical solutions that improve government services — and now she’s ready to bring that same commitment to modern, efficient, and fair service to her hometown Fredericksburg, VA.
She holds degrees in Economics and Government from the College of William & Mary, a Master’s Certificate in Technology and Innovation from the University of Virgina, Darden School of Business, and master’s level coursework in financial planning from Boston University - providing her with the knowledge and tools to lead with clarity, compassion, and fiscal responsibility.
The FXBG Commissioner of the Revenue’s office has a strong record of service, and I will continue that tradition while building on it with thoughtful improvements. Residents and businesses can count on fair assessments, accessible services, and a commitment to transparency.

Why I’m Running
As a career Federal employee, I’ve proudly served in the national security community. When I decided to take the first round of the Deferred Retirement Program offered to Federal employees in March, I thought about how I could continue to serve. I began substitute teaching in our Fredericksburg City Schools, primarily Walker-Grant Middle School. I absolutely love substitute teaching! Knowing my dedication to public service, as well as my professional accomplishments, some of my friends and former colleagues that live in FXBG asked me to consider running for the position. I am excited for the opportunity, and I hope to continue my public service in support of our community as the Fredericksburg City Commissioner of the Revenue.

Director of Technology Innovation, Oct 2023 – current
Selected to serve as acting Chief Information Officer (CIO), and long-term acting Deputy CIO, assisting the CIO with leading all Office of Information Technology (OIT) programs, including operations and maintenance , cybersecurity, intelligence data management, and innovation and cloud services. Last year the organization faced unforseen challenges impacting our ability to meet mission demands, creating numerous competing priorities and the need to reassess how finite resources were utilized within the organization. I rapidly prioritized efforts to remedy the issues in unprecedented time and within existing resources, ensuring mission continuity. In addition, I advocated internally to Treasury and externally to Congress, securing a significant increase to FY25 and FY26 budgets to fully fund new cybersecurity requirements, setting the conditions for the organizations continued success.

Director, NSWCDD Innovation Lab (iLab) / NSWCDD Liaison to NavalX Tech Bridges, Feb 2021 – June 2023
Provided accessible state-of-the-art laboratory that enabled the workforce to prototype and test solutions to complex organizational and warfighting challenges. Established an accessible collaborative Artificial Intelligence and Machine Learning (AI/ML) experimentation sandbox enabling cross-organization AI/ML collaboration. Created a MakerSpace with additive and subtractive manufacturing capabilities accessbile to anyone in the workforce.
Facilitated events to energize collaborative Science, Technology, Engineering, and Math (STEM) partnerships through STEM Innovation Challenges, including the first ever High School Innovation Challenge @ Dahlgren (IC@D), enabling high school students from across the region to work side-by-side with NSWCDD scientists and engineers to grow and expand their technical, teamwork, and presentation skills.

Branch Head, Cyber Analysis and Mission Assurance Branch, Nov 2018 – Feb 2021
Leader of a multi-project branch of more than seventy government and contractor personnel delivering engineering solutions to the warfighter; branch efforts spanned three portfolios and more than 25 million dollars in programmatic funding. Branch provided senior leaders across the interagency, including NAVSEA, the Combatant Commands, Department of Homeland Security, Joint Staff, OSD, and services, timely, relevant, and accurate analysis to enable their decisions regarding US critical infrastructures in a cyber or other hazards environment, enabling the US to operate in a denied environment. My leadership and execution of new analytic approaches led to NSWCDD A40 being designated a Mission Assurance Center of Excellence by OSD(P) Defense Continuity and Mission Assurance (DC&MA).

Planned, organized, and directed the activities of JWAC’s Strategic Deterrence program, a cross-directorate team consisting of personnel from the J2, J3, J6, J8 and J9; success resulted in a new JWAC capability that reached four-star flag officer attention. Planned and executed multiple interagency, whole-of-government workshops that included senior subject matter experts enabling the development of novel model-based whole-of-government solutions. Demonstrated technical competent across multiple disciplines enabling the development of actionable strategic engagement options utilizing rigorous operations research techniques in support of USSTRATCOM, ODNI, JFCC Space, USINDOPACOM, USEUCOM, the Joint Staff, and OSD.
Established, developed, and maintained effective working relationships with USSTRATCOM, DOD organizations, and external organizations including Department of Treasury, Department of State, Department of Commerce, Department of Education, and Department of Energy, academia, the Intelligence Community, industry, and Five Eyes partners, uniquely situating the JWAC’s Strategic Deterrence capability as one of the only in the Department of Defense to provide objective, actionable, model-driven, whole-of-government strategic deterrence recommendations.
